Nothing to worry about.  Unfortunately, the chain stitch is an inherently insecure stitch.  But you can cut off with zero issues (many people do anyway), the integrity of the seam is ensured by the bar tack by the "V" gusset….

Is there a way to shrink this down, I accidentally ordered a medium and need a small. If I wash in hot water and dry will it shrink down enough?

It may tighten up a little, but not meaningfully, and not a full size.
