That list only contains regions that are all or partially affected.

If your country is not on the list, you're OK to go…

Regarding Norway, both UPS and EMS deliver to the standard post offices. These are either situated in their own premises and are open (they are making a big deal of this), or they are situated in food stores, and are open.

As delivery as normal, for some area, I had a friend who work for FedEx, when knocking on door the customers, they take parcel but won’t sign for it, leaving the driver to sign for it.
