I'm considering adding my first IH vest and after looking at the size chart, the measurements point to L. I'm normally an M on UHF's. I compared this vest size chart against my recent purchase of the IHSH-295 BB and the measurements point that I should go with an L. Is my assumption correct?

Where do I find the stockists for these in Germany? IH Hamburg has them but no L in stock.

Yep, not every retailer carries it, that is why I suggested you contact them.  We know which retailers we have shipped to historically, but we have zero idea of their current stock.

I'd wear the same size in both…..

Vests are tricky and personal to each person tastes and interests.  Are you layering over a t-shirt, a t-shirt plus a UHF, over a jacket, etc…It all depends on how you're going to wear it as well as the overall look you are going for.

Phone the shop or drop them an email with your thoughts and concerns and they are always more than helpful.  They are always the number one resource you should be checking with.
