Bolt the seat in place?

It hides the pipework, gives a place for the seat and lid to hinge from and holds everything in place, there is no fixing through the ceramic....

@steelworker the shelving question arose when I pictured a toilet seat at work in the midst of a storm…perhaps seafaring folk had figured a need for certain tools close at hand to properly deal with the situation. Nothing a citizen of a land-locked country would know much about.
