It will soften…..you've said it feels tight.....but it looks really good

Arms are very long but you get this.

Is it normal for the 99 will stretch out back to a same-size 76 dimensions-wise (specifically, in the shoulders/chest) with wear?

I need to measure mine but I don't think it has. It may have stretched a little though…

There is a little bit of stretch (chest), but not back to 76 size.

Def dont size down on this one. The shrinkage from the OD plus the heavy fabric would be very uncomfortable.
