That's not my understanding, could you provide the source?
Quick research shows that this form may be needed.
It's important to state that the item is 100% made in the US (which it is) and also that it has not been modified or increased in value by anything done overseas.https://www.cbp.gov/sites/default/files/2024-07/cbp_form_3311.pdf

@pechelman That’s my understanding as well. It’s all based on country of manufacture. You can buy Naked and Famous jeans tariff free because they are made in Canada, but my mug I got from them cost me an extra $20 because it was made in an Asia. Both ship from their Toronto warehouse.
That was an unpleasant letter to get from the shipper a month later.

I purchased a GA glasses loop from IH Germany for 489 EUR to the USA. I did not pay any tariffs or additional fees. The purchase was made last month.

@Kasi yeah IHG wasn't really on my radar as i don't fancy paying double VAT from both germany and UK.. since IHG doesn't offer the removal of germany VAT if sending to the UK

Hadn’t thought of the country of origin. I definitely got hit with a tariff when I picked up an IHE-51-IND from them last month but that is def not produced in the US
