You said steel.  They are catgut.

This wallet hails from about 1910.  The leaders that were used for fishing before the advent of nylon leaders (in this case salmon), were made from catgut (A tough thin cord made from the treated and stretched intestines of certain animals, especially sheep), which when dry cracks when you bend it, thus tying a knot in it was a challenge.

The wallet is built with vellum and chamois pockets, the chamois can be soaked and the vellum stops the next pocket from getting wet.  As a result the fisherman could selectively soak leaders and tippets, and be able to tie tippets to leaders and flies to tippets without having to soak the items individually and lose precious fishing time…

i'd say it's something (tea pot holder) you can strap on the back of a dog/cat/rat or whatever kind of fecking animal is running around your place…maybe some shit for an avalanche dog or something!
