I think those are actually pretty popular with rodeo clowns.  I'm not sure why, other than the fact that they are supremely ugly, which seems to be a controlling concern for rodeo clowns.

The only guy I ever knew to own a pair was a rodeo clown/bull fighter. Funny enough, I don't ever remember him wearing them in the arena, always a cleat there.
