I do not have a 20 here to directly compare, but from memory the 20 was snug fitting for its size too.  Remember, the heavier the flannel the snugger it seems to fit…..

dave, I shall obviously let G reply to your question but I think you are right.  my experience with the heavyweight flannels has been like that.  with the IHSH-32, my "usual" IH size is kind of fitted whereas one size up was a better setup for layering.  but i'm often slightly between sizes with IH stuff so my experiences might not necessarily be true for others.
