curiosity about ladies' sizing?

First, I didn't even realize IH made ladies sizes. But, my recent browsing in the "outlet" section revealed this to me. My question is... what determines what shirts you're going to make in ladies sizes? How would find what specific shirts come in ladies sizes.
I always tried to find XS for my wife but, now that I know some IH shirts come in ladies sizes, I'd like to try that instead. I think a Ladies Medium is somewhat equivalent to an XS in Men's.

If Tom san wants a shirt then we will do Ladies sizing, it is as random as that.....

We tried taking ladies sizes in for a while, but it was not particularly successful.

Yep, correct- hence why they are in the outlet
