No shrinkage on normal temps, but not a lot of stretch either. The waist band will relax half an inch.  Buy a pair closer to what your post stretch measurements would be on denim.

I thought that I would have to size up to get enough space in the thigh (not a fan of the look of tightly fitting brown duck pants) but you guys already worked that out behind the scenes!  I can keep the waist small and have enough room in the thigh. Well done!
