It's because the customs authorities (and/or their agents) in the Baltic countries (and some other former Soviet Bloc countries) think it is a great idea to charge massive fees for handling imports.
Our choice was not to ship to these countries, or at least give the customer the choice. We chose the latter.
We hate it too.
