No, it's how they're styled. Firstly they're a little big  on me so the thighs are baggy. The big external pockets add to the width up top. Secondly I have short legs (31" inseam) and these are un-hemmed, so I roll the bottoms up which makes the lower leg go inward. Combined these two things create the impression of taper.

The whole outfit is an expensive version of what I used to wear 25 years ago, Oxfam waistcoats and oversized combat trousers from army surplus stores.
