^I would look at the chest measurements as main reference point.

Two things puzzle me - how long will this thing bleed? I would wear it over lighter shirt and I figure it takes a few washes to reduce the bleeding. Second: Can I take out the rivets without leaving too big holes in the fabric.

Rivets, will leave a 1.5mm hole, that may close up with wash and wear…

You mean my wabash vest?  To be honest I don't remember any noticeable bleed from that.
