On the Gentleman Traveller, I wear a 9.5
On other Redwings, 10
On Chucks, I wear a 10
Most other sneakers I wear a 10.5
Just my experience
As for weather treating them, I like Obenaufs. I learned a trick from a firefighter friend of mine to generously apply Obenaufs all over the boot, especially the seams, and double especially to the bottom most seam that attaches to the bottom of the boot. Then use a blowdryer and melt it all in. Let it soak in and cool for overnight. Do this once more.
I did this two years ago, haven't had any water enter my boot, even while shoveling snow

Had the chance to try a pair in US11 and I think the next size will be perfect. Incoming :).
The bad: the 12E was a bit too tight for me, no sizing down on these. I could have managed them but don't feel like risking it so these are a no go for me.
The good: They accidentally sent me a right foot 11 and a left foot 12 so I got to return them free of charge. -
