TARIC code for that kind of shirt is or I would have placed it is 6205 20 00 90 and customs 12% out of CIF price.
So right amount is calculated easily, plus I think he had to pay VAT on top of everyting. (if there was some brokerage fee to customs, that also adds the sum.)
I do my customs related things always by myself
