I think it's some sort of water pipe hook up. Just such a weird sign.

actual I really would like to know where they have this hanging around, can imagine that could be another laugh…

The "no noogies" one makes me wonder how many times the authorities had to stop noogies in progress before someone said, "hey, we should get a sign telling people not to do that."

Kinda reminds me of one of my favorite signs; in the Flagstaff, AZ bus station attached to the face of the main clock was a sign that said, "yes, this is the correct time."  I always wondered how many people asked anyway…
