I think it should be a raffle at the end so all have a chance to win, but have some sort of vote at the end on who has the best/craziest/dirtiest leg, that person gets an extra ticket in the raffle or whatever

A raffle? Who gets the money? This does not make sense if the participants are paying for the jeans already.

agree, though I do like the idea of them going to someone who participated, and I like the idea of creating some incentive to put in effort

The incentive is that if you wear them the best/ have the best leg of the tour you win and get the jeans. All pretty simple.
