Is sizing 1 down still the recommendation? I have 21oz in 33 but probably should have gone with 32, should I size to 31 in these?

quick sizing question. What are my chances of getting a size 33 that measures closer to 32 and not the 32.8 listed in the sizing info? Both my pairs of my tagged 31 3sixteen measure 32.5 and I don't think I could make the thighs work if I sized down in these.
